![]() Dr. Gray's professional experience spans academia, industry, and law practice. He has represented electric and natural gas utility companies, independent power producers, and liquefied natural gas developers in proceedings before the Federal Energy Regulatory Commission (FERC) and state commissions, advised clients on state and federal regulatory reform, litigated contested matters in state and federal courts, and provided analytical, legal, managerial, and strategic support for a wide variety of complex domestic and international commercial transactions. He has held prominent commercial, finance, and public affairs positions at a global energy and energy-trading company, directed business development for a supplier to the global electric-power industry, researched and published on the topics of regulatory reform and industrial restructuring, spoken at numerous academic and industry conferences, and taught graduate and undergraduate university courses in international business and world trade. He has substantial experience with energy marketing and trading, regional transmission organizations (RTOs), market power and mitigation, and regulatory rulemaking, compliance, and enforcement. Prior to joining Howard & Howard Attorneys, P.C., Dr. Gray practiced in the Washington, D.C. office of Manatt, Phelps & Phillips, LLP and held various positions at the Enron Corporation in Houston, Texas. He is a member of the Energy Bar Association and Vice Chair of the Gas and Electricity Marketing Committee of the American Bar Association Section of Environment, Energy, and Resources. Dr. Gray holds PhD, J.D., and M.B.A. degrees from University at Buffalo, The State University of New York, and a B.S. in industrial engineering from Texas A&M University. His doctoral dissertation examines the role of RTOs in the development of efficient electricity markets.
